I think it is a TRICOT Speedo swim wear.  If it were not white, the form would show through, but not the actual organ.

Why wear anything? What's wrong with our bodies? I get it if you want to reduce drag in a swim competition, but what other reason? Gods. I get it if you're a forty-five year old male who doesn't work out, but why penalize those of us that do. I jump in the harbor in my titey-whiteys. Heard no complaints.
