I use to take photos around town when I was like 13 .l not of anyone no issues. I should start again.

I am a photographer of many years. I photograph landscapes, cityscapes, and yes people including young men and teen boys. It is called street photography and the photos I shoot often tell a story. It is in the public domain so you may photograph any one or thing you want choose. A person's privacy from being photographed is void when you step out private property. Photography combined with stalking would cause a surge on my creep-o-meter. 

If you're confronted by it tell them, you think they are hot and...

I'm back LOL. You just tell them you do street photography, or you are working on some kind of project (have one in mind in case they inquire). Most fplks are cool with that but if the seem aprticularly huffy about it
