When I was a young boy around 13 or 14 I often saw my little cousin's dick and balls. I never saw it hard and a few times he let me touch it, and we never did anything sexual together, he was 11 and his older brother was my age who I did the same thing with. Would that be incest I never thought of it as incest just curious kids.

Very Normal - nothing to worry about.
My personal thoughts are that probably most of the guys here had some experiences with either older brothers or cousins as adolescents. Agree with lkyng1s that would be normal curiosity/sexual exploration unless one was much older (12 or 14 year old experimenting with 7 or 8 year old, etc.).
