Yeah, I wonder where this is too. In most places in the U.S. this would get you arrested and in some jurisdictions you could end up in serious trouble, even doing time if they decided to prosecute. Only place I know of you could do this legally in an urban setting would be in San Francisco during the Folsom Street Festival. And there people probably wouldn't just walk past like it was nothing, there'd be big crowds of people taking pictures and cheering him on haha.
